TATAK LB: Alex Baluyut’s Extreme Close Up

You can see him walking around town wearing a plain t-shirt, shorts, and a cap. You see him roam through the streets of Grove and Lopez Avenue on his bicycle.

His simple demeanor belies the fact that he is one of the most influential Asian Photographers according to Invisible Photographer Asia.

Ako, kasama ng mga brothers ko, we just bought a camera. We started experimenting. Tapos yun na yun, doon nagsimula,” said Baluyut when asked how his career and passion for photography started. More than 30 years later, he found himself living his passion for photography.

Baluyut started as a photojournalist, he worked for the Associated Press, Malaya, and the Manila Times. But what defined him as a photographer is the fact that he was able document the protest movement against Marcos and was a part of the Mosquito Press. He worked for newspapers Now, Baluyut is a documentary photographer residing in Los Baños with his partner, Precious Leaño, and their two sons.

Capturing Los Baños

For him, being able to document life through photographs does not end. Compared to photojournalism, when you run out of news, there is really nothing that you can capture. Unlike in documentary photography, it is a never ending story. He even adds “Unless mamatay ka. But still, you never know.” Furthermore, self expression is easier in documentary photography and it is one of the reasons why he chose to pursue documentary photography instead of photojournalism.

He says living in Los Baños liberated his photography. “Noong nag start na ako mag post ng pictures ng nature, kagaya [ng] flowers, siguro inisip ng mga nakakakilala sa akin ‘Hala nababakla na si Alex.’ Pero hindi eh, that is still documenting. Naging open lang [ako] sa mga bagay that usually you won’t notice kase nasa isip mo dapat strong ang dating. It’s still my photograph, ang iniiba ko na lang diyan ay ang style kagaya ng captions.” It is only in Los Baños that he experienced nature and tranquility which allowed him to loosen up when it comes to his photography. Los Baños freed him from being stuck in a photography style that appeared more “masculine.”

Long Shot

Like most people who pursued a career in photography, Baluyut second guessed his passion when he was just starting his career. Even his brothers who also loved the craft shifted from photography to film or advertising. “There came a time that I had to think about it. Pero napamahal na ako and sa isip ko, wala ng natira eh [sa photography].”

If he hadn’t pursued photography, he said he would have probably been an accountant, a history teacher/historian or even a chef. These what ifs have become a part of Baluyut. In fact, aside from being the established documentary photographer that he is, he is also a curator, mentor/teacher, and community cook.

Teaching has always been something that Baluyut wanted to do, so he started a Masterclass in Documentary Photography (MCDP) where he teaches and shares about documentary photography. MCDP started in 2010 and is now on its 11th wave. Through the MCDP, he wants aspiring photographers to create their own story and have their own adventures like him.

Furthermore, Baluyut also initiated the Art Relief Mobile Kitchen (ARMK) that conducts missions to help and feed communities hit by natural disasters. ARMK was established on November 15,2013; eight days after Typhoon Yolanda hit the country. As of this writing ARMK has fed more than 100,000 people.

Baluyut and his family has no plans of leaving Los Baños. Aside from having beautiful sceneries like Mount Makiling and Laguna Lake to photograph, Baluyut admires how people in Los Baños still practice Filipino values.

With the hope of inspiring the Los Baños community, Baluyut has this to say to everyone whether they are planning to pursue a career in photography or not:

“In this day and age, it’s getting harder and harder to make a name for yourself and start a career without being diverse. Diverse yung interests mo and hindi lang sa photography; sa buhay [rin]. Hindi mo pwede i-isolate yung sarili mo. You should open yourself and that’s the only way na makikita mo path mo.”

Brgy. Malinta, nakiisa sa programang organikong pagsasaka

Ang Kapisanan ng mga Samahan sa Malinta (KASAMA) ay nakibahagi sa programa ng Department of Agriculture (DA) ukol sa organic farming.

Sang-ayon sa National Organic Agriculture Program ng Republic Act No. 10068, layunin ng programa na ipalaganap sa mga magsasaka ang paggamit ng makabagong pamamaraan sa pagtatanim na gamit ang mga organikong pampataba at pamuksa sa insekto ng iba’t-ibang uri ng halaman at gulay.

Layunin din ng DA na ang Los Baños ay makilala bilang “organic town” at makag-ani ng iba’t-ibang halaman at gulay gamit ang organikong pamamaraan.

Bukod sa Brgy. Malinta na kinakatawan ng KASAMA, mayroon pang anim na barangay na nakibahagi sa programa. Ito ang mga sumusunod: Bambang, Bagong Silang, Bayog, Mayondon, Putho-Tuntungin, at Timugan.

Bawat barangay ay may 15 kinatawan. Sila ang naatasan na mamahala sa pagtatanim. Sila rin ang dadalo sa mga pagsasanay ang DA ukol sa organikong pagsasaka. Inaasahang matutunan sa mga pagsasanay ang tamang pagtatanim.

Sa kasalukuyan, may lupang tinataniman ang KASAMA na maaaring magamit sa loob ng dalawang taon. Ang lahat na kagamitan tungkol sa pagtatanim, punla (seedling), pataba (vermicast), at troso para sa patubig ay ibinibigay ng DA sa KASAMA. Ang ani ay ibabahagi sa mga magsasaka.

Nakakatulong ang programa sa mga miyembro ng KASAMA sapagkat nakakadagdag sa kita ng isang pamilya ang mga ani.

Sa Hulyo ngayong taon, ipagdiriwang ng KASAMA ang unang anibersaryo nila sa programa. Ang kasama ay binubuo ng mga mamamayan mula sa limang purok ng Brgy. Malinta. Sa kasalukuyan, mayroon itong 300 miyembro; karamihan ay mga mangingisda.

Supot-making training, isinagawa para sa PWDs ng bawat barangay

Nagkaroon ng libreng pagsasanay sa paggawa ng supot sa bawat barangay ng Los Baños noong Pebrero 23, 24 at 26, sa pamumuno ng Public Employment Service Office (PESO) ng munisipyo. Layon ng pagsasanay na bigyan ng hanapbuhay ang persons with disabilities (PWDs) na kasalukuyang walang trabaho.

Bukod sa supot, tinalakay rin ang paggawa ng kahon para sa kandila, sabon, at pagkain. Ang lahat ng dumalo sa pagsasanay ay nabigyan ng starter kit para sa pagsisimula ng negosyo.

Hinati-hati ang mga barangay sa iba’t-ibang araw upang mapagtuunuan ng pansin at oras ang pagsasanay. Nagsimula noong Pebrero 23 ang aktibidad sa anim na barangay ng Anos, Bayog, Batong Malake, Maahas, Mayondon, at San Antonio. Sa huling araw, Pebrero 26, naman naganap ang pgasasanay sa mga barangay ng Bagong Silang at Putho-Tuntungin.

Agriculture and fishery council tackles climate change

The Los Baños Municipal Agriculture and Fishery Council (MAFC), headed by Rolflen Atienza, hosted the Provincial Agriculture and Fishery Council (PAFC) meeting last February 9 at the Los Baños New Municipal Building.

The Laguna PAFC is composed of 30 members represented by 6 cities and 24 municipalities. The meeting focused on the compliance of AFCs on all projects to be endorsed for possible assistance if the AFCs pass through proper coordination and screening. The meeting also moved to create a Climate Change Committee on all levels of the AFCs in Region IV-A.

The highlight of the forum is the Climate Change Science presentation from the Los Baños Local Climate Change Adaptation and Mitigation Program (LCCAMP) secretariat facilitated by Joan Rolusta.

Probisyon para sa brgy PWDs, aprobado sa sangguniang bayan ng Los Baños

Noong Pebrero 2, opisyal na inaprubahan ang Municipal Ordinance 2016-1510. Sa ilalim ng ordinansa, magtatalaga ng Barangay Persons with Disabilities Coordinator (BPWDC) sa bawat barangay ng Los Baños. Ang mga BPWDC ang tutulong sa Office for Persons with Disabilities na magpatupad ng mga programa at proyekto sa bawat barangay.

Ang mga pangulo ng Barangay Persons with Disabilities Association ang tatayong BPWDCs. Mayroong 13 samahan ng Barangay Persons with Disabilities Association sa bayan ng Los Baños: Anos, Bambang, Batong Malake, Baybayin, Lalakay, Maahas, Malinta, Mayondon, Putho-Tuntungin, San Antonio, Tadlac, at Timugan. Layon ng samahan na mas paigtingin ang partisipasyon ng mga PWDs sa komunidad at palawigin ang kanilang oportunidad sa trabaho, edukasyon, paglinang ng kakayahan, at iba pang aspeto.

Bahagi din ng ordinansa ang tungkulin ng bawat BPWDC at ang pagbibigay ng isang opisina sa bawat barangay para sa kanila. Magkakaroon rin ng travel allowance ang mga BPWDC na nagkakahalaga ng limang daang piso (PhP 500.00) kada buwan. Ang pondo ay paghahatian ng internal revenue allotment (IRA) ng Los Baños Office of Persons with Disabilities mula sa munisipyo at ng bawat barangay.

Ang ordinansa ay sang-ayon sa Republic Act 9442 o ang Magna Carta for Persons with Disabilities, kung saan isinasaad ang tulong ng gobyerno sa mga may kapansanan.

Noong Enero 25, sa Sangguniang Bayan Conference Room ng munisipyo ng Los Baños, nagkaroon ng pagpupulong ang mga konsehal ng bayan na sina Antonio Kalaw, Cesar Cabrera, Julius Moliñawe, Benedicto Alborida, Ricardo Bagnes, at John Emmanuel Oliva, kasama ang mga opisyales ng Los Baños Federation of Persons with Disabilities (LBFPWDs) Inc. at ng Municipal Budget Officer Genoveva Poyaoan. Sa konseho ay tinalakay ang mga probisyon ng Municipal Ordinance 2016-1510.

Ang 13 Barangay Persons with Disabilities Association ay pinamumunuan ng LBFPWD at sinusuportahan ng Municipal Social Welfare and Development Office (MSWDO).

LCCAMP talks on climate change in the 21st century

The Los Baños Local Climate Change Adaptation and Mitigation Program (LCCAMP) secretariat conducted a lecture-seminar entitled “Si Juana, Si Juan, at ang Paaralan: Climate Change Action Plan in the 21stCentury”  for Colegio De Los Baños (CDLB) last January 28.

Martin Q. Imatong, LCCAMP consultant, served as the resource speaker. The four-hour lecture-seminar covered the following topics: What is Climate Change; How is Climate Change affecting the Philippines; How is Climate Change affecting Laguna; How is Climate Change affecting Los Baños; What can a person /student do to help combat Climate Change; Caring for the environment; and Community Programs and Interventions.

The program aimed to “help CDLB in promoting its educational institution mission to make students aware of important issues that directly impact their development and lives.” This is according to Aleli Teresa San Agustin-Nolido, school director and student affairs head of CDLB.

A total of 55 college students attended together with CDLB faculty and staff. LCCAMP administrative officer, Joan R. Magdaong, assisted in the program.
