Nakapanayam ng LB Times ang mga kandidato para senador na sina Antonio Trillanes IV, Greco Belgica, Rizalito David, Baldomero Falcone, Marwil Llasos, at Christian Seneres matapos ang programang “Ang Pagsusuri” noong Enero 31 sa D.L Umali Hall, UPLB. Sa pagkakataong ito ay ibinihagi ng mga kandidato ang kani-kaniyang mga plano at opiniyon ukol sa pagpapaunlad ng mga State Universities and Colleges (SUCs) sa bansa kung sakali mang sila ay mahalal bilang senador.Narito ang kanilang mga tugon sa tanong na: “Kung sakaling ikaw ay mahalal bilang senador, paano mo matutulungan ang mga State Universities and Colleges sa bansa?”

Greco Belgica:

“Palalawakin natin ang pondo na available para sa inyo. At hindi lamang po iyan, maglalabas po tayo ng voucher system para sa kahit na sinong estudyante na gustong mag-aral ay pwedeng kunin ang kaniyang voucher at tseke at dadalhin sa eskwelahan na gusto niya. SUC man o pribado, siya ang magde-decide.”

Follow up: Gaano kaya ka-feasible ang voucher system?

“Ginagawa na po iyan all over the world. Sa mga mauunlad na bansa at dito na rin po ay mga scholarships na ginagawa. It’s very simple. Ang pera na nilalagay mo sa PDAF, ilagay mo sa voucher system at ibigay sa mga estudyanteng gustong mag-aral. Mag-apply ka lang. Estudyante ka, gusto mo mag-aral, kunin mo ang voucher at dalhin mo sa eskwelahan.”

Rizalito David:

“Ang sa akin talaga, patatagin muna ang mga existing state colleges and universities, punuan ng badyet. May mga ibang activities pa tayo na pwedeng gawin katulad ng pagbibigay ng mga land grants tulad doon sa mga ibang mga state colleges and universities para ma-augment ang kanilang income. Huwag munang magpatayo ng mga bago, bagkus ay palakihin ‘yung subsidy sa mga private education para hindi na tayo mag-create ng mga administrative mayors pa uli na su-swelduhan ng panibago. Kakainin na naman ‘yung para sa estudyante, napupunta sa administration. Bigyan ng malaking subsidy ang private education ‘yung SUCs , patatagin at dagdagan ng pondo.”

Marwil Llasos:

“Una sa lahat, palalakasin natin ‘yung state universities and colleges, dadagdagan natin ‘yung pondo imbes na bawasan at tutulan natin ‘yung tuition fee increase. Sapagkat kung meron namang pondo na papasok, halimbawa, ay hindi na kailangang magdagdag pa ng tuition sa ating mga state universities and colleges. Papatatatagin natin ‘yung faculty. Dapat magkaroon ng faculty development programs, ‘yung competencies nila i-upgrade para hindi napa-pirate ng private sector. Higit sa lahat, bakit hindi natin gamiting catalyst for economic transformation ang state universities and colleges system? Kagaya sa Visayas State University, agriculture sila kagaya ng UPLB. Dapat turuan ‘yung ating mga magsasaka ng mga makabagong pamamaraan ng agrikultura para mapagyaman ‘yung ating agricultural sector. ‘Yung fisheries naman, turuan ‘yung mga mangingisda ng tamang pangingisda na environment friendly.”

Antonio Trillanes IV:

“They can expect full support. Ipagpapatuloy natin ang scholarship programs, ang binibigay nating mga professorial chairs at kung ano man na pieces of legislation ng kailangan ng SUCs, I’ll be there. Being co-author ng UP Charter and being a product of the UP system, I’ll be there to help in whatever way I can.”

Follow-up: Bilang tutol po kayo sa K-12, ano kaya sa palagay niyo ang magandang alternatibo dito?

“Ang alternative natin ay provide muna natin ang mga kulang: shortages sa classroom, teachers, books, chairs and tables tapos increase ng salary ng teachers. By then we would have provided a classroom environment that is conducive to learning. So ‘yun ang gawin natin kasi ‘yung mga product ng 10 years education program are, I believe, as competent with the global counterpart and I believe even magdagdag ng 2 years ‘yung mga high school students in the future, they can never be better than what they produced before. So ‘yun ang aking paniniwala.”

Baldomero Falcone:

“We’ll ask the government to provide capital and to provide a few weeks to teach them securitization. Kasi ang securitization makes us not dependent on the era. Because it  accesses global banks from all over the world so that lalong madevelop yung mga natural resources natin. We’re only growing at 7.1 at the best per year. Pero kung mag-securitize tayo, probably 15 or even 20. Every Filipino hands wifll have their hands full in developing natural resources of the country from coconut, to bamboo, to sugar cane.

Ang dami nating magagawa sa natural resources natin. Of course, securitization plays an important role there. Kasi hindi sya dependent sa credit facilities of the bank and control of oligarch families. Ang securitization, di sya dependent on deposit liabilities of savings. It Depends on the trust funds which come from pension funds, high net worth individuals, SSS, GSIS and the like. Yun ang iaaccess mo through securitization. Plus, of course, big moneys coming from abroad who are interested in developing our natural resources . Kaya i’m really pushing for securitization as a great contribution by the studentry once learn that. Sobrang konti pa lang kasi ang may alam nyan (securitization) ngayon. Kaya kailangang ituro yan para na rin mapabilis ang economic advancement ng bansa.”

Christian Seneres:

“Isa po ako sa mga nagbalangakas ng UP Charter noong 2008 and that was during my second term. Sa palagay ko, ang pinakamatutulong ng mga mambabatas ngayon ay scholarship. Alam niyo ba,congressman nga lang milyones and scholarship fund na pwedeng ipamigay sa students of SUCs? During my time as congressman, lahat ‘yun nilaan ko sa mga estudyante ng UP Diliman. So sa senador di ko alam kung magkano ‘yun pero discretionary ‘yun on the part of a law maker. Basta estudyante ng SUCs, especially UP Diliman, ‘yun ang pinakamalapit, lahat ‘yun binigay ko. Diba maraming issues ngayon about tuition. Hindi nga dapat budget cut, dapat nga i-increase pa lalo. Before, we were the envy. The UP System was the envy of the entire Asia. So ngayon ano? Sa ranking ngayon, umaabot pa ba ngayon sa top 40?Hindi ko na alam eh. Sinasabi sa Saligang Batas na ang pinakamalaking budget dapat ay sa education. ‘Yun pa ang isa nating ipaglalaban.”

Senatoriables face UPLB students

Seven senatorial candidates for the Philippine mid-term elections faced UPLB students and voiced their stand on various issues in “Ang Pagsusuri: Pagkilatis sa mga Susunod ng mga Lingkod-Bayan” held January 31, 2013 at the D. L. Umali Auditorium.

Senator Antonio Trillanes IV, Ramon Magsaysay, Jr., Greco Belgica, Rizalito David, Baldomero Falcone, Marwil Llasos, and Christian Seneres participated in the discussions which revolved around issues like mining, sin taxes, reproductive health, cybercrime prevention, K-12 education, divorce, and campus militarization. They later on talked about their political platforms which centered on health, environment, education, and security among many others.

Miriam Grace Go from Rappler, Atty. Damcel Torres of the UPLB College of Public Affairs, UPLB University Student Council Chairperson Abigaile  Dela Cruz, and Joan Nacorda of the UPLB Parliament served as panelists.

After the open forum, the candidates recited the “Panata para sa Kabataang Pilipino” and signed a contract of commitment as a commitment to the audience and the people as a whole that they will perform their duties once elected.

Ang Pagsusuri was made possible by the UP Student Council, UP Padayon, UPLB Student Council, CDC Student Council, and other organizations.

LB locals, candidates walk for a SAFE 2013 elections

About 300 participants joined the two-kilometer Secure And Fair Election (SAFE) 2013 unity walk and prayer rally for from Olivarez Plaza in to the municipal covered court in Los Baños, Laguna on Sunday, Jan. 13.

The Los Baños Municipal Philippine National Police took part in the event in cooperation with the electoral candidates and different sectors of the community. Police Chief Inspector Conrado T. Masongsong and Election Officer Randy P. Banzuela led the activity that was attended by Mayor Anthony F. Genuino and 16 government officials who were at one with the goal of a peaceful May 2013 elections.

Among those present in the activity were government officials including Mayor Anthony F. Genuino, Vice Mayor Josephine Sumangil-Evangelista, Councilor Julius Moliñawe, Councilor Jay Rolusta, Councilor Domingo Galang, Councilor Benedicto Alborida, and ABC President Gaudencio Macatangay.

PNP, COMELEC prep for elections: set up checkpoints, ups police visibility

The Los Baños Philippine National Police (PNP) together with the Commission on Elections (COMELEC) continue to intensify their efforts to prevent crime and promote order in the municipality in preparation for the upcoming May 2013 elections.

Handang-handa na ang kapulisan ng Los Banos”, assures Police Chief Inspector Conrado Masongsong, chief of Los Banos PNP, four months before the 2013 elections.

The local police has set up  checkpoints along the national highway starting January 13 in line with the start of the nationwide gun ban. The gun ban aims to strengthen the campaign against loose firearms and possible private armies in order to reduce election-related crimes.

Randy Banzuela, the Los Baños Election Officer III, has oriented the police on the proper conduct of checkpoints to ensure that the proper procedures will be implemented and that the rights of the public will be protected,

Police Senior Inspector Anastacia Luis, who heads of the three rotating teams conducting the checkpoints, explained that they have instructed their men to abide by the guidelines and protocols given by the COMELEC. She emphasized that checkpoints should be in a well-lit place with a visible sign, a police mobile car should be present in the area of the checkpoint, and should be manned by uniformed policemen. A commanding police officer in proper uniform must also be present to supervise the operation. Ps/Insp. Luis said that they also reminded the police men to be courteous and polite when during inspections. “Mas magkakaroon ng pagkakaunawan kung magiging magalang tayo sa isa’t-isa”, she stated.

Though motorists experience delays because of the checkpoint, they gave positive feedback. “Ayos to. Para sa safety rin natin”, says Sonny Magalac, a resident of Bambang, Los Baños.

Aside from the checkpoints, the Los Baños police is also set to intensify police visibility through security patrols. Despite insufficient funds, local police have innovated a way to a carry out security patrols by using the personal motorcycles of some of the members of the force.

The election period has officially started on January 12, 2013 and will last until May 12, 2013. The local police force is now working closely with the COMELEC. Masongsong explains that this means that gun ban is strictly implemented. All those caught with firearm without approved exemption from the gun ban will be arrested even if they have ‘permit to carry’. COMELEC will be notified first about all the arrests and other related actions.

Masongsong also said that they are strengthening their intelligence and monitoring programs to deter and intercept people with illegal motives.

Furthermore, local candidates will sign a peace covenant this coming March as part of the campaign of the Department of Interior and Local Government (DILG) for a Secure and Fair Elections (SAFE) to preserve the safety of the constituents and guard the integrity of the polls.

Rock Rizal rouses UPLB community’s nationalism

UPLB, Laguna—Some of the country’s best musicians rocked the UPLB Freedom park yesterday as a tribute to Dr. Jose Rizal’s 150th birth anniversary.

The concert is a different mode of learning which aims to enhance the UPLB’s sense of service and patriotism as Filipinos. Popular local bands and artists who performed were Oktaves, Sandwich, Ebe Dancel, Gary Granada, Lolita Carbon and many more. There were also performances from UPLB students during the battle of the bands. The performing artists wrote songs based on the different facets of Dr. Jose Rizal’s life.

Rock Ed Philippines, a volunteer group working to provide venues and events for alternative education, is the sponsoring organization for Rock Rizal. Local hosts for this event are the College of Arts and Sciences (CAS) Office of the Dean, UPLB Department of Social Sciences (DSS) History Division, and the Office for Initiatives in Culture and the Arts (OICA).

Student organizations who participated in organizing the event are Movement of Students for Progressive Leadership in UP (MOVE UP), Buklod-UPLB, Samahan ng Kabataan para sa Bayan (SAKBAYAN), and UPSILON SIGMA PHI (USP).

Rock Rizal is a concert organized as a tribute to Dr. Jose Rizal’s 150th birth anniversary. It is also part of the 40th  founding anniversary celebration of the College of Arts and Sciences.

Bringing the concert to Laguna is apt since it is the home province of our beloved national hero. Rizal, who represents the synergy of arts and science, is an epitome of the College of Arts and Sciences.

Enzo-Kevin Death: LB Times Chronology of Events

DECEMBER 6, 2012 (THURSDAY)

-At around four in the afternoon, LB Times received a task to cover a suspected murder of two unspecified people at the Flatrocks area of the Makiling Mountain Forest Reserve, a part of the UP Los Baños Campus.

-There were talks that the two bodies were ‘Kevin’ and ‘Enzo’, both students of UPLB.

-The only unofficial reports LB Times gathered before the coverage were:

(from New Dorm residents) Kevin and Enzo both reside at the New Dormitory; all residents agreed that the last time they saw either of the two PERSONALLY was SATURDAY (Dec. 1, 2012) and the last time they had communication with either of the two was SUNDAY (Dec. 2, 2012);

The New Dorm residents also stated that many of them planned to trek on Sunday. But only Enzo and Kevin pursued the trip.

The New Dorm Residents also said that Kevin was sick during the weekend.

(from the College of Human Ecology students and friends of Enzo) Enzo posted a status on Facebook telling that he is going on to hike/trek (it was posted Sunday, Dec. 2, 2012).

(from the Student Councils) Even before confirmation, students have already passed group messages and Facebook posts which ASSUMED that Kevin and Enzo were the identities of the two bodies seen.

-According to the UPLB University Police Force, the bodies were recovered and were transferred to Funeraria Regina in Brgy. Anos, Los Baños but the SOCO and the Police ordered the bodies not to be opened until a go signal is given (they were inside a van).

11:16 PM

-The LB Times arrived at FUNERARIA REGINA. While there, the television was turned on to SAKSI (GMA 7) and had this report:

SAKSI said that there was NO CONFIRMATION yet of the identities of TWO bodies retrieved.

Also stated in SAKSI’s report: TWO people went on to hike Sunday morning (possibly Enzo and Kevin); after a few minutes, there was said to be SEVEN more people who hiked; however, there is no information regarding the seven people

-some friends of Enzo from the College of Human Ecology were also present.

DECEMBER 7, 2012 (FRIDAY)

12:00 MN

-FIVE members of the Valdez (Enzo) family arrive at Funeraria Regina; people from UPLB contacted them beforehand.

-12:15 AM

-UPLB University Police Force arrives at Funeraria Regina; Valdez family requested for the body to be inspected to confirm Enzo’s identity.

12:20 AM

-UPLB University Police Force contacts PNP Chief for clearance to inspect the bodies; they came up with a deal to go to the PNP Crime Laboratory (in Camp Vicente Lim, Canlubang, Laguna) as the retrieved items from the two bodies were already there.

12:40 AM

-The Police and the Valdez family went on to proceed to the Crime Lab; The LB Times travels from Funeraria Regina to PNP Crime Lab in Camp Vicente Lim, Canlubang; the bodies remained at Funeraria Regina.

12:50 AM

-Police, Valdez family and The LB Times arrived at Camp Vicente Lim in Canlubang.

-Valdez family enters PNP Crime Lab while The LB Times remains outside the building.

-Unang Hirit’s (GMA 7) morning news reported that the two bodies recovered were correctly identified to be Enzo and Kevin. Kevin was said to be identified by his friends through the shorts he wore.

-Also, in Unang Hirit’s news report, the log book at the Flatrocks was shown for about 2 to 3 seconds. The LB Times could not record its entirety, since it was just a glimpse but it was clear that there were names after Kevin and Enzo’s log-in.

-The LB Times arrives at Funeraria Regina. Ms. Gina Umali, the proprietor of the funeral homes, was there.

-The father of Enzo, Mr. Marlou Valdez, and Enzo’s sister arrived at Funeraria Regina.

-The LB Times returns to Funeraria Regina; the bodies were not there anymore.

-The LB Times arrives at a building near Loyola (Heaven’s Garden) were the autopsy was conducted.

-The bodies were already embalmed; SOCO and the doctor (Superintendent Roy Camarillo) who conducted the autopsy were not on the spot anymore.

-Enzo’s remains were to be transferred to St. Peter’s Chapel in Calamba.

Meanwhile, at the New Dormitory, UPLB Chancellor Rex Victor Cruz and Vice Chancellor Oscar Zamora escorted Kevin and Enzo’s respective families while they vacated the lockers and rooms of Kevin and Enzo.

-The LB Times arrives at PNP but could not find substantial information.

-The LB Times travels to St. Peter Chapels in Calamba.

-The LB Times arrives at St. Peter’s Chapel where Mark Enzo’s body is located.

-His uncle, Vergilio Sagum (a former Muntinlupa Police himself) was there with the St. Peter Chapels employee.

-His uncle expresses his disbelief/disappointment over the no-foul play result.

-The LB Times receives an update: According to Interaksyon’s report, there was no foul play; but ABS-CBN and GMA reported that the case is still “under investigation”.

-Mr. Valdez arrives.

-Mr. Valdez immediately calls for justice as he noticed some marks on Enzo’s back during the autopsy; he doesn’t believe that the cause is drowning.

-Mr. Valdez also told The LB Times that they’ve already vacated Mark Enzo’s room at the New Dorm; there is no trace of his cellphone and handbag.

-Mr. Valdez noted that he called Enzo on Monday (Dec. 3) morning, to notify Enzo about the cash he sent via LBC; There were no responses from the phone (whether answered or dropped); But the phone was ringing.

[Interview with the College of Human Ecology (CHE) Student Council]

-last semester, Mark Enzo resigned from the student council.

-Enzo is usually seen around CHE, especially in his organization OIKOS according to CHE SC.

-the CHE SC’s last personal contact with Enzo was on Friday (Nov. 30) during a workshop for aCHEan 2012.

-LAST TEXT of ENZO according to CHE SC: Dec. 1 (Saturday) 10:51 PM.

-Dec. 2 (Sunday) was aCHEan 2012; CHE SC had no contact whatsoever regarding Enzo, but they also noticed his FB statuses.

-CHE SC notes that there really is somehow a hint of conflict shown in Enzo’s statuses but they were clueless who could have bad blood with Enzo, if ever there is bad blood.

-WELLA (CHE SC) who is also a member of the Kapatirang Plebeians cited that Enzo was somehow not in good terms with some of the members of Kapatirang Plebeians; however she noted that whatever conflict there was between Enzo and Plebes, it won’t boil down to an extent that will take lives away.

-JEAN of CHE SC: (Enzo’s close friend as well) Enzo told me before that he “doesn’t want to enlist in PE 2 in swimming because he doesn’t know how to swim.”

-CHE SC also expresses its disappointment regarding the negligence of whoever was on duty for the Flatrocks logbook during that day; They asked why they were not urgent enough once they found out there were two people who were unable to log out.

-in AksyonTV’s (Ch. 41) Andar ng mga Balita’s report, Los Banos resident Gloria Castillo tells the possibility of the two victims being na-engkanto; she tells TV5 that “we should take care of Makiling.” She cited a similar case in 1983 where 4 students also drowned in Makiling.

DECEMBER 8, 2012 (SATURDAY)

10:30 AM

-The LB Times arrives at the New Dormitory.

[Interview with Datu Mokalid, President of the New Dormitory Residents Association]

-Enzo resided at room 102 while Kevin resided at room 201.

-Datu last saw Enzo and Kevin about TWO weeks ago.

-According to Kevin’s roommates, Kevin was indeed sick (trangkaso) on Nov. 29 (Thursday).

-According to Datu and to Kevin’s roommates, Kevin talked to his mother via phone call; His mother requested Kevin to go home since he is sick.

-The last time the servants of the New Dorm canteen saw Kevin was Saturday night (Dec. 1) as he was eating.

-Residents of room 202 (adjacent to Kevin’s room 201) last saw Kevin Saturday. Kevin was sharing internet with them.

-The LB Times went to the PNP at Brgy. Baybayin to ask for updates regarding the incident. The Police told them that the case is already closed and the progress report is already submitted to the Provincial Office.
