Reviving the tree of life: PCAARRD lays plan for coco industry revitalization

Heralded as the “tree of life”, coconuts were considered the lifeblood of Philippine agriculture, topping the list of Philippine agricultural products for export. However, with the devastation brought by coconut scale insects (CSI) and other natural factors, such as the recent typhoon Glenda, the coconut industry is steadily losing its vitality.

Scientists are continuously developing innovations which can help revitalize the Philippine coconut industry, as highlighted by the exhibit of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) in the 7th Syensaya, September 10-12, at the Copeland Gymnasium, University of the Philippines Los Baños.

The exhibit presented the Industry Strategic S &T Plan (ISP) for coconuts which hopes to address the major issues and concerns of the coconut industry through the use of S & T innovations.

According to Ervin Naval, science research analyst of PCAARRD, the aim of the ISP for coconuts is to increase palm production and reduce losses due to pest.

“This will lead to the increase not just the farmers’ income but the whole industry as well,” Naval added.

Currently, the coconut palm covers most of the landscape in the 68 out of the country’s 79 provinces, with more than 3.4 million farmers directly relying on it.

However, the national average yield hangs at 46 nuts/tree a year—way below the global benchmark of 120/nuts a year.

The dwindling productivity of coconuts, among other factors ultimately makes Coconut farmers one of the most marginalized in the agricultural sector.

About 96% of coconut farmers are considered non-bankable by corporate banking sector, preventing them from borrowing capital they can use to improve their farms.

Through the Coconut ISP, PCAARRD, in partnership with Philippine Coconut Authority (PCA) drafted a timeline spanning from 2013 to 2015 which contains their actions and expected outcomes.

Primarily, they employ genomics—the sequencing and rearranging of DNA to improve desired traits such as high nut yield, high oil yield, pest resistance, and drought resistance.

By 2015, they aim to increase the yield of coconuts from 46/nuts a year to 100/nuts a year.

Naval also said that if plans materialize by 2015, they would have reduced yield losses by up to 13.8 million nuts.

“The reduce yield losses and other innovations to develop high value products like cocosap, cocosugar, and others would lead to a 44% increase in income of the farmers,”he added.

Aside from Coconut, PCAARRD also showcases their innovations for banana, mango, and tilapia.

In the end, they envision the Philippine agri-fisheries industry to be “smarter and more sustainable” through scientific innovations.

Syensaya 2014: Bee aware! UPLB IBS joins annual Syensaya fair

The annual Syensaya science fair formally opened on September 10 in the University of the Philippines Los Banos (UPLB) campus with the theme “Los Banos Science Community: Supporting the nation in meeting global challenges.” Fanfare and festivities kicked off the opening ceremony with UPLB officials welcoming the participating organizations and guests.

One participating organization was the Institute of Biological Sciences (IBS) of UPLB. The IBS entry was the “The Bee Program” which showcased bee products in three different parts of the exhibit.

The first section of the booth showcased the actual bees that produce honey. European honey bees and stingless bees were brought for exhibit in their respective hives. The IBS staff explained the honey extraction process to interested guests using the laboratory equipment for extracting the honey.

The second section featured a simulation of how worker bees collect honey from the nectarines. The process was demonstrated through a game wherein participants collected water, which symbolized the nectar, using a syringe and placed the liquid into the honey cells within one minute. According to the IBS staff, the game simulated only a fraction of the actual work that bees go through.

The third section of the booth focused on pollination, which was also explained through a game. This simulation entailed participants transferring the gold-colored balls, representing the pollen, from the female flower to the male flower. This was done in order to simulate the process of pollination and explain its importance.

LBFPWDs ipinagdiwang ang NDPR Week

Ipinagdiwang ng Los Baños Federation of Persons with Disabilities (LBFPWD), Inc. ang National Disability Prevention and Rehabilitation (NDPR) Week na may temang “Talento at Paninindigan, Pasaporte sa Kaunlaran” mula ika-4 hanggang ika-8 ng Agosto.

Layunin ng isang linggong pagdiriwang na maipamalas ang kapasidad at kakayanan ng mga mamamayan ng Los Baños na may kapansanan sa pamamagitan ng iba’t-ibang gawain. Ito ay upang maipakita din na sila ay mahalagang parte ng lipunan at may pantay na karapatan. Gayundin, ang gawain ay upang maitaas ang morale ng mga may kapansanan.

  • Agosto 4 – Talakayan kasama si Arthur Letim (Region IV-A Head AKAP PINOY) tungkol sa ugnayan ng mga may kapansanan, mga kapitan ng barangay at ng iba’t-ibang social service committees gayundin ang tungkol sa tamang paggamit ng Internal Revenue Allotment.
  • Agosto 5 – Pagdadala sa mga amputee patients sa University of the East Ramon Magsaysay Memorial Medical Center kung saan pito sa mga pasyente ang nasukatan para sa kanilang prosthetics.
  • Agosto 6 – Pagdaraos ng “Talentadong PWDs” kung saan nagpamalas ng angking talento ng mga may kapansanan sa larangan ng pagkanta at pagsayaw.
  • Agosto 8 – Pagdaraos ng Sports fest kung saan iba’t-ibang palaro ang sinalihan gaya ng wheelchair race, marathon at swimming.

Ang pagsasagawa ng livelihood training partikular sa paggawa ng antibacterial soap na dapat ay isinagawa noong Agosto 7 ay nalipat sa ika-30 ng Agosto, 2014.

Los Baños to hold SyenSaya 2014 in September

The Los Baños Science Community Foundation, Inc. (LBSCFI) steering committee decided to move SyenSaya 2014 from August 6-8 to September 10-12 after assessing the damage of typhoon Glenda last July 15. Moving SyenSaya to a later date will give more time for the University of the Philippines Los Baños (UPLB), the host institution, to fully repair some facilities and clear the debris within the venue.

Wonderama, an interactive science learning exhibit, will be held at the Copeland Hall of UPLB during the three-day festival. This exhibit will be participated in by most of the members of LBSCFI. A techno forum on the hydrometeorological profile and disaster preparedness of Los Baños is scheduled on September 11 at the UPLB’s CEC (Continuing Education Center) auditorium.

Los Baños to have austere celebration of Bañamos Festival

Los Baños will celebrate a two-day Bañamos Festival with austere but meaningful activities on September 17 and 20. The Bañamos steering committee headed by Mayor Caesar P. Perez decided to have a very simple celebration due to moral and financial considerations brought about by typhoon Glenda. The celebration will start with a civic parade on the morning of September 17 followed by a program to commemorate the town’s 399th Foundation Day.  The Barangay Night will cap the first day of celebration. Meanwhile, an evening concert will be staged on September 20 which will be followed by a grand revelry.

[PRESS RELEASE] Stakeholders form Mt. Makiling Forest Reserve Advisory Council

In order to effectively manage, conserve and protect Mt. Makiling, the University of the Philippines Los Baños (UPLB) spearheaded the organization of the Mt. Makiling Forest Reserve Stakeholders Advisory Council (MMFR-SAC) through a Memorandum of Agreement (MOA). The signing ceremony was held at the Nicolas Lansigan Auditorium at the UPLB College of Forestry and Natural Resources on July 30. It was also highlighted by the unveiling of the 33rd ASEAN Heritage Park Marker.

The signatories to the agreement include UPLB; provinces of Laguna and Batangas; City of Calamba; municipalities of Los Baños, Bay, and Sto. Tomas; Department of Environment and Natural Resources (DENR) – Region 4A; Department of Tourism (DOT) – Region 4; DENR-Biodiversity Management Bureau; Laguna Lake Development Authority; Laguna Water District; Calamba Water District; Philippine National Police – Region 4A; and Alab Makiling-Farmers Association.

Under this agreement, the 24 stakeholders acknowledge their responsibilities and will initiate more collective efforts to ensure the sustainability of the ecosystem services and protection of Mt. Makiling.

To assist the council in accomplishing their objectives, different committees were created, namely, biodiversity protection and law enforcement; ecotourism; water resources and sustainable use; communication, education and public awareness; resource generation; legal concerns; and research, development and monitoring.

A technical working group was also formed composed of the heads of the following offices: Makiling Center for Mountain Ecosystems (MCME); the Municipal/City Environment and Natural Resources Offices of Los Baños, Bay, Sto. Tomas and Calamba; DENR Region 4A; and DOT Region 4A.  MCME will serve as the secretariat while the ASEAN Centre for Biodiversity (ACB) and GIZ of Germany will serve as advisers.

ASEAN dignitaries and officials present the certificate declaring the Mount Makiling Forest Reserve as an ASEAN Heritage Park to Chancellor Rex Victor Cruz of the University of the Philippines Los Baños as representative of all the stakeholders within the vicinity of the mountain.

The stakeholders council was created after a series of meetings initiated by MCME and ACB with the municipalities of Los Baños and Sto. Tomas following the declaration of Mt. Makiling as an ASEAN Heritage Park (AHP).

Mount Makiling’s nomination as an AHP was approved in 2013 during the 14th Informal ASEAN Ministerial Meeting on the Environment held on September 25 in Surabaya, Indonesia. The mountain became the 33rd ASEAN Heritage Park and the 5th for the Philippines which include Mt. Apo Natural Park, Mt. Iglit-Baco National Park, Mt. Kitanglad Range Natural Park, and Mt. Malindang Natural Park. It is the first for Luzon and the first managed by an academic institution. The approval of Mt. Makiling’s nomination as an ASEAN Heritage Park was due to its use as a natural laboratory for scientists, and a favorite destination for tourists with its peaks and hot springs as attractions.

Manuel Gerochi, Undersecretary for Planning and Policy of the Department of Environment and Natural   Resources (DENR), who represented Secretary Ramon Paje during the opening ceremonies of the 4th ASEAN Heritage Park Conference, announced the declaration. On October 3, 2013, the certification of declaration was presented by the officials of ACB to the officials of UPLB and the surrounding towns and park managers during a ceremony held in Mt. Makiling Botanical Gardens in Los Baños, Laguna. Also present were officials from DENR. In a statement by ACB Executive Director Roberto V. Oliva, he said that the AHPs are a network of national protected areas of high conservation importance that aims to create greater awareness and appreciation for ASEAN’s rich natural heritage.

The declaration of Mt. Makiling as an AHP and the formation of the MMFR-SAC are welcome developments. Although it is not a protected area under the National Integrated Protected Areas System Law but a forest reserve under the management of UPLB, this title together with the MMFR-SAC MOA will open opportunities for more local and international support.
